The strategy positions artificial intelligence as a key driver of economic growth and productivity, with an emphasis on adoption, computing capacity, and coordinated ecosystem development.
This national direction aligns with long‑standing efforts across Canada’s innovation ecosystem to move AI from research into real‑world deployment through applied technologies, advanced hardware, and industry‑focused pathways.

- Challenges The development of advanced semiconductor and intelligent system technologies, enabling AI‑ready hardware and edge‑intelligent products that strengthen domestic capability and support made‑in‑Canada innovation.
- Training and Upskilling The development of highly qualified personnel through access to advanced tools, infrastructure, and experiential learning, supporting workforce readiness for AI‑enabled systems and advanced computing.
- Quantum Computing Sandbox Access to quantum computing environments for researchers and companies exploring next‑generation computational approaches that complement AI and advanced data processing.
- Virtual Incubation Environment (VIE) Support for startups and scale‑ups through access to advanced design tools, computing resources, and ecosystem partnerships, helping translate AI research into deployable products and services.
- DUET (Dual‑Use and Emergency Technologies) A proposed initiative focused on strengthening industry–academic collaboration and accelerating the development and deployment of AI‑enabled, security‑driven technologies that support resilience and integrated hardware–software innovation.
